Japanese Cards Rate is a Rate Chart from Japanese Player to see which card is rarer, How rare it is.They update it often and change a Rate when New Cards release.
The List Divide by MP even It’s discontinued in YO3 but you can still use use it’s value to determine how rare it is.
***Note – MP is Mileage Point it’s a virtual points you get everytime you enter duelpass code. You can use it to open Booster Packs to get some cards, Get Single Cards, Buy an Avatar Item. This System is available only at Yu-Gi-Oh Online 1-2 (MP System Discontinued in Yu-Gi-Oh Online 3).

how does MP even still apply?
MP Discontinued in YO3 but you can use it value to compare a rarity of cards.
Just Think of it's as a score High Score = Extremely Rare Cards Low Score = Rare Cards.
Someone told me About Red Eyes Black Dragon Green Background is SMS Duelpass cards for German so the value isn't right.
You know this is Japanese Card Rate not German Card Rate it rate by how hard japanese can get a cards.
They can't buy SMS Duelpass so it's still rare for them until a lot of German trade it for them.
Will there be an update of the MP values? because there has been some time since pack50 is out and the old MP values list is a bit outdated
Because There is no value from japanese card rate yet since 2010/4/26 and card rate from 4/26 didn't include a new pack cards. There are some argument about a new pack value but I will wait for a full list.

Imo, I don't think a pack card should ever exceed the value of a non-pack card. For collectors who want 3x of every card, they might have had trouble getting 3x White Stone. However, I know many players who got White Stone on their first attempt at opening the pack. There are 80 cards in both Pack 49 and 50. Therefore, there's a 1/80 chance for White Stone.
Another reason why these pack cards actually have MP value is that they are new pack cards. A lot of the old players would not have any of these cards and would want to collect them. Desperate and rich people can afford to pay a lot for these cards. In the end, it's all supply and demand.
After this craze over new cards ends, the value of these packs will go back down to equilibrium.
