For Character NPC you will get Deck Recipe after 20/55/105 wins.
For Original NPC it’s different number of wins for each NPC.
You can get Academy Blue 2 from Kain (Got a right to purchase it after 7 wins) but in YO2 You can’t get it from him you must buy it at the shop.
You can get right to duel Kaiba from Miss Shadow and gouk.
NEW NPC have a different winning number to get cards and deck recipe from them – You can get card from them every 7/17/27 wins and you can get Deck Recipe after 10/20/30 wins (Friendship LV will increase to LV2 after 10 wins and LV3 after 20 wins).

You must have Duelist Premium in order to duel against them. To get Duelist Premium, you must enter a Boosterpass code into your account and you'll get Premium for 30 days. You can buy codes from the Official Site by Paypal if you live in US or JP or using a Credit card, or through SMS if your provider/country allows for it, and through other sites like ebay. There should be some links on the right if you can't buy using those methods.

i beat galum 4 times and cant duel marik.
duh, of course you cant duel marik, you need to have 2 things:
1) the right to duel him (the one you won by defeating the npc)
2) premium duelist
On short, he is avabile just for those with premium duelist that also defeated that npc
if you win to hell kaiser 30 times they give you his garm free or you have to buy it

Part 1: Duelist Premium.
Part 2: Beating Force/Galum/Elly.
That should clarify it for everyone.
You can duel Kaiba by beating KC Dragon 7 times, I just want to point that out.
